10. ED 1110 (Foundations of Education)

Purpose and Nature of Course: This new course is being developed to respond to PDE program redesign mandates and will be included as a required course in the revised programs. The course content will address professionalism; ethics; history and philosophy of American education; curriculum, leadership, and change; reflective professional decision-making; professional literature and organizations; and schools of tomorrow. The course involves a move to reduce the former Introduction to Education three credit course to a two credit course in order to meet PDE requirements and MU curriculum constraints. (For substitution purposes, this course equates to ED 1102 even though it is only 2 credits rather than three. Students substituting this course for ED 1102 will still need to meet the 120 credit overall minimum degree standard.)

The redesigned Education BSE programs will be phased in to replace existing programs. Staffing allocated to those existing programs will be shifted to support the new program and this new course.

11. ED 1105 (Education First Year Seminar: Becoming a Professional)

Purpose and Nature of Course: This new course is being developed to respond to PDE program redesign mandates and will be included as a required course in several education programs. The course content will address all content and experiences taught in the UNV 1100 course, but will be restricted to teacher education majors. The course will also address program specific requirements such as PDE requirements, Gates policies, teacher education field experiences, professional clearances, and the teacher education portfolio. Students will also be introduced to support services, computer software, library holdings, and extracurricular opportunities in the major. Instructors teaching the course will participate in UNV 1100 training and include UNV 1100 required readings, content, and experiences in the course. PDE has mandated a minimum of 60 credits of major-related course work and a 12 credit student teaching experience. They have based their curricular requirements on an assumption that general education programs in teacher education will not exceed 48 credits. With Mansfield University's 55 credits in general education, the redesigned Education programs are attempting to meet PDE mandates and also the spirit and intent of the University general education program. The orientation course being proposed for this course is patterned after similar models in Nursing, Biology, and Social Work.

12. ELE 1190 (Child Development and Cognition I: Prenatal to 5 Years)

Purpose and Nature of Course: This new course is being developed to respond to PDE program redesign mandates and will be included as a required course in the new Early Childhood and Elementary Education program. This course is being developed as the first part of a two course sequence which will address child development (prenatal to five in this course and ages six to nine in the other course). This content was previously taught in a single course, ELE 2220, Child Development so the new arrangement will permit greater depth and specificity. Some course content in Educational Psychology and children at risk will also be presented because the new Early Childhood and Elementary Education program will not include previously required courses, ED 220, Educational Psychology and ELE 3391, Behavioral, Social and Emotional Issues. It is a capstone course in the education program which gives students the opportunity to integrate theory and field experience through the completion of an electronic program portfolio. The focus of this course will be on the specific disabilities that are considered to be high incidence in the field of special education. Course Description for Catalog (limit to four sentences): This course is intended to expose students to three knowledge areas in order to facilitate inclusion: requirements in assessing the educational needs of children who may require special education services, awareness of social/emotional development and the skills required to establish a positive behavioral support classroom environment. Both process (informal) assessment and product (formal assessment) will be considered. For positive behavior support; functional assessment/functional analysis, antecedent control techniques and reinforcement will be emphasized.

21. PROGRAM CHANGE: EARLY CHILDHOOD AND ELEMENTARY EDUCATION

Rationale for change: The revised program in Early Childhood and Elementary Education is being created to meet new mandates from the Pennsylvania Department of Education (PDE) and directives from the Pennsylvania State System of Higher Education (PASSHE). The revised program is part of a comprehensive redesign of teacher education certification programs in Pennsylvania. The new program guidelines and requirements would take effect for students earning PDE certification beginning in January 2013, but will need to be implemented beginning with the incoming student class of Fall 2009.

Old Degree and Program Title (attach an old ER): The revised program will replace the following two existing programs: Elementary Education and Elementary Education with Second Certification in Early Childhood Education.

Program Description for Catalog (if changed):

Certification Requirements: Mansfield University teacher education programs are approved by the Pennsylvania Department of Education (PDE) and nationally accredited by the National Council for Accreditation of Teacher Education (NCATE). Candidates for teaching certification in Pennsylvania must meet state requirements as described in Chapter 354 regulations. A description of requirements, policies, and procedures for teacher certification can be found in the catalog section titled, “University Policies.”

The Early Childhood and Elementary Education program leads to recommendation to the Commonwealth of Pennsylvania for Early Childhood teaching certification Pre-K—4 beginning with candidates who earn Pennsylvania teaching certification in 2013 and beyond. Until 2013, the Pennsylvania certifications that can be earned include Elementary Education K-6 and Early Childhood Education N-3. The curriculum is based on the early childhood standards of the professional organization National Association for Education of Young Children (NAEYC) and early childhood competencies PreK—4 developed by PDE.

The Early Childhood and Elementary Education program features a foundation in child development and learning, extensive preparation in content subject matter and teaching methodology, and uses of observation and student assessment to guide instructional decision-making. Additional program emphases include establishing cooperative relationships with families and community resources and developing the important knowledge, skills, and dispositions that are required of early childhood and elementary education professionals. The curriculum prepares graduates to meet the learning needs of all students and to be successful in diverse modern classrooms. Program students also learn to adapt and plan instruction that is based on developmentally appropriate practices and to make effective uses of technology to aid teaching and learning.

The Early Childhood and Elementary Education program features school experiences throughout all four years and in a wide variety of classroom settings, culminating in student teaching. Students also complete an extended pre-student teaching school experience. Graduates of the program may pursue teaching or director positions in early childhood preschools and teaching positions in elementary schools from preschool through grade four.

Program Objectives (if changed): Graduates will be able to assume the responsibilities of early childhood and early elementary teachers through grade four. They will possess abilities as described by the NAEYC standards and PDE early childhood PreK—4 competencies. As described by PDE, early childhood and early elementary school teachers demonstrate professional knowledge, skills, and dispositions in the following areas of study.

A. Child Development, Cognition, and Learning – (Includes child development, typical and atypical, birth through nine; cognition and learning, applied in the classroom)

B. Subject Matter Content and Pedagogy – (Includes early childhood and elementary education theory, research, and curriculum; language development; adaptive curriculum techniques with focus on effective interventions; early literacy development; mathematics foundations; early science, social studies, and technology learning; early integrated arts; social development, health and motor skills)

C. Observation, Documentation, and Assessment – (Includes informal and formal assessment techniques; uses of summative, formative, benchmark, and diagnostic assessments to evaluate and guide student learning; analyzing and interpreting data; uses of technology to aid student assessment)

D. Building Family and Community Relationships – (Includes legal rights of children and families; family systems; cross-cultural differences and language diversity; partnering with families; linking families to community resources)

E. Professionalism – (Includes evidence based practices in Pre-K through grade 4 care and education; advocacy; collaboration and cooperative learning; early childhood issues and trends; ethical behaviors and practices; professional dispositions)

Impact on other programs (if any): The redesigned program in Early Childhood and Elementary Education will eventually replace existing Mansfield University programs in Elementary Education and Elementary Education with Second Certification in Early Childhood Education. Both of those other programs have been long-standing and well-enrolled. The new program requirements in general education will result in a new pool of students taking American Family Systems and Psychology of Family Relations.
