Curricular Action Notice-- Middle Level Education with Mathematics and Science Concentration (6 new courses, new program)

1. New Course: ED 3308 (Teaching for Middle Level Literacy)

Purpose and Nature of Course: The proposed new course addresses requirements of the Pennsylvania Department of Education's new middle-level certificate (grades 4-8) as well as International Reading Association standards for initial teacher preparation.  The course focuses on foundations of literacy, components of reading, types of texts, reading and writing assessment, reading and writing instruction and support strategies, vocabulary and comprehension development, and middle-level literacy research.

This course is designed to prepare pre-service teachers to support literacy among middle-school students, grades 4-8. This course provides a thorough background in the methods and materials for the teaching of social studies in grades

4-8.  Emphasis is placed on self-directed inquiry, which focuses on identifying issues, problems, and contexts, and on methods to incorporate this knowledge and these skills into classroom instruction.  Students will have an opportunity to plan and implement practice strategies of their own in the classroom.

Purpose and Nature of Course: The proposed new course addresses requirements of the Pennsylvania Department of Education's new middle-level certificate (grades 4-8).  The course is intended to provide pre-service middle-level teachers with extensive experience in observing and participating in middle-level schools prior to student teaching.  The course focuses on history and philosophy of middle-level education, teaching at the middle level, understanding of early adolescent development, and professionalism.

6. New Course: ED 4400L (Senior Lab:  Becoming a Professional)

Purpose and Nature of Course:  This new course is being developed to respond to PDE program redesign mandates and will be included as a required course in several education programs.  It is designed to supplement ED 4400 Student Teaching and replaces the current ED 4460. It is a capstone course in the education program which gives students the opportunity to integrate theory and field experience through the completion of an electronic program portfolio. It is also a seminar, providing students the opportunity to reflect on and process the events and activities of the school experience in which they are concurrently immersed fulltime.

Course Description for Catalog (limit to four sentences):

            This lab is designed to develop and refine professional competencies prior to accepting a teaching position. Topics include current issues; school organization, administration, and law; teacher certification issues; collective bargaining and unions; philosophies of teaching; seeking a professional position; and beginning a teaching career.

Prerequisites: (Courses which MUST be completed prior to taking this course):

            Students are registered for this lab by the Field Experiences Office, only after approval of the Student

            Teaching Application.  Therefore, no student would be admitted to student teaching without completing the rest of the education program.

7. New Program: Middle Level Education with Mathematics and Science Concentration

Rationale for program:  A program in Middle Level Education with Mathematics and Science Concentration is proposed to satisfy the requirements of the Pennsylvania Department of Education's (PDE) comprehensive redesign of teacher certification (Pennsylvania Department of Education, 2008).  The middle level teaching certificate (grades 4-8) is new to Pennsylvania, and the present proposal is the first of several anticipated middle level programs to be proposed under the new regime.  We propose that the Middle Level Education with Mathematics and Science Concentration program become effective with the incoming class of 2010.

Program Description for Catalog:

                Certification Requirements: Mansfield University teacher education programs are approved by the Pennsylvania Department of Education (PDE) and nationally accredited by the National Council for Accreditation of Teacher Education (NCATE).  Candidates for teaching certification in Pennsylvania must meet state requirements as described in Chapter 354 regulations.  A description of requirements, policies, and procedures for teacher certification can be found in the catalogue sections titled “University Policies.”

                The Middle Level Education with Mathematics and Science Concentration program leads to recommendation to the Commonwealth of Pennsylvania for Middle Level teaching certification with a concentration in mathematics and science in grades 4-8 beginning with candidates who earn Pennsylvania teaching certification in 2014 and beyond.  Until 2014, Pennsylvania mathematics and science certifications which incorporate middle grade education can be earned in Elementary Education K-6, Middle Level Mathematics 7-9, Middle Level Science 7-9, Mathematics 7-12, Biology 7-12, Chemistry 7-12, Earth and Space Science 7-12, General Science 7-12, and Physics 7-12 and Secondary Education 7-12.  The curriculum incorporates PDE competencies and NCATE standards.

                The Middle Level Education with Mathematics and Science Concentration program features a foundation in adolescent development and learning, extensive preparation in content subject matter and teaching methodology, and uses of observation and student assessment to guide instructional decision-making.  Additional program emphases include development of the knowledge, skills, and dispositions that are required of middle level educators.  The curriculum prepares graduates to meet the learning needs of all students and to be successful in diverse modern classrooms.  Program students also learn to adapt and plan instruction that is based on developmentally appropriate practices and to make effective uses of technology to aid teaching and learning.

                The Middle Level Education with Mathematics and Science Concentration program features extensive training in mathematics and science and extensive field work, including an intensive pre-student teaching school experience.  Graduates of the program may pursue middle level (grades 4-8) teaching positions.
