Summary of Events
On or about the above date, time, and location MCQUILLEN was observed committing a traffic violation while operating a motor vehicle in the area of Sullivan and Swan Streets. BEAN was the registered owner of the vehicle and was the front seat passenger in the vehicle at the time of the incident. A traffic stop was conducted on North Main Street in the area of the interchange accessing U.S. Route 15 North. Subsequent investigation found that MCQUILLEN was under the influence of a controlled substance, his license was suspended for a DUI related offense, and the vehicle's registration plate was suspended and there was no current insurance coverage for the vehicle. BEAN reported that he was having a medical emergency and an ambulance was summoned to transport him to a local medical facility. Several items of drug paraphernalia were located inside the vehicle. Two loaded firearms were located inside the vehicle as well evidence of number of game law violations relative to an illegally possessed female white-tailed deer that was found inside the rear cargo area of the vehicle. BEAN was later found to be in possession of a quantity of methamphetamine, marihuana, as well as drug paraphernalia. MCQUILLEN has been charged with DUI, drug possession, possession of drug paraphernalia, game law violations, as well as numerous related traffic violations. BEAN has been charged with drug possession, possession of drug paraphernalia, game law violations, as well as permitting various related traffic violations. Mansfield University Police were assisted in this investigation by the Mansfield Borough Police, the PA Game Commission, and the Tioga County District Attorney's Office.
